Water reclamation is a process by which wastewater from homes and businesses is cleaned using biological and chemical treatment so that the water can be returned to the environment safely to augment the natural systems from which it came. It is used today as both an aquifer and stream enhancement strategy. Our five departments, administration, operations, laboratory, and pretreatment teams work together to produce a high-quality finished product. 

Compensation 

Salary $85K - $143K 

Opportunity 

The PCWRA Assistant Director of Administrative Services plans, coordinates and directs a broad range of service functions that provides assistance to the organization including human resources and finance.  In addition, the Assistant Director of Administrative Services plans and implements policies and procedures, administers the budget and financial audit, and organizes 
tasks and sets priorities. 

This role works under the direction of the Authority Manager as a salaried, exempt position. This role performs professional, technical and administrative accounting functions necessary to maintain the fiscal records and systems of the Authority.  The role includes managing, maintaining and administering employee records, benefits, payroll functions, developing policy and procedures and assisting employees and the public. Maintaining an acceptable MVR (Motor Vehicle Record) is required as this position must use a company vehicle.

  • Undergraduate degree in Human Resource/Personnel desired. 
  • Human Resource Management certification(s) are a plus. 
  • Post Graduate Degrees are a plus. 
  • 1 – 2 Years HR experience preferred. 
  • Is familiar with the fiscal responsibilities of a political subdivision. 
  • Knows state and federal employment laws and requirements. 
  • Has strong accounting knowledge (A/P, A/R, Billing, Journals, Audit).

Core Job Description

  • Review & oversee preparation of the Annual Financial Report and related monthly financial reports.  
  • Oversee annual budget planning and preparation process ensuring timely communication with management and the board of directors.  
  • Review draft and final budgets for presentation to the Board.  
  • Assists Auditors with annual audit reviewing reports, supervising the pulling of documents and creation of a final binder with all requested information.  
  • Ensure Rate Models are maintained and communicate any modifications to the Assistant Authority Manager and Authority Manager.  
  • Direct liaison with financial establishments for the Authority’s funds, debt service and investments, and monitors bank transactions.  
  • Oversees investing the Authority’s reserve funds as per Authority policy while maintaining applicable records of these transactions, as well as cash flow forecasting.  
  • Monitors wire transfers of funds as needed and loan payments.  
  • Oversee work with an insurance broker to maintain the proper level of insurance for property and liability.  
  • Oversee and assist with special events planning, organizing meetings, etc.  
  • Supervise Administrative Assistants with overall administrative needs including development/training and conduct performance appraisals.  
  • Work directly with PCWRA’s attorney to develop resolutions, legal documents, contracts, etc.  
  • Interpret operating policies and exercise independent judgement in the resolution of administrative problems.  
  • Oversees office services such as purchasing of supplies, equipment, AP/AR, records control and vendor relationships, anticipating needs.  
  • Conducts investigations regarding local, state or federal EEO violations and reports violations to the proper authorities.  
  • Conducts the development and updating of the Employee Handbook and company policies.  
  • Works directly with 3rd party administrator for payroll and other human resource needs.  
  • Conducts new employee onboarding administration and review.  Also conducts exit administration.  
  • Advises and assists managers with various personnel issues on a daily basis.  
  • Actively involved in the Authority’s employee benefit program and responds to inquiries.  
  • Assists in employee selection and recruitment process including the creation of recruitment notices, posting to internal and external locations, testing, serves on interview teams and ensures the process is fair and equitable throughout the Authority.  
  • Advises and/or counsels employees and makes appropriate recommendations as needed.  
  • Conducts research, performs analysis/studies and monitors trends in HR.  
  • Is Human Resources contact for employees with questions, concerns or needs.   
  • Performs annual compensation analysis.
